Guidance for Income Tax Returns in Portugal

Portuguese taxpayers will receive additional support in completing their annual IRS income tax declaration.

This measure is part of the tax simplification package approved by the Council of Ministers. According to the Minister of Finance, Joaquim Miranda Sarmento, taxpayers will benefit from increased access to information and receive alerts to help prevent errors when completing Model 3.


We are enhancing support for taxpayers in completing their Income Tax returns. With more accessible and simplified information and alerts to prevent errors, taxpayers will find it easier to submit their declarations. This approach fosters trust between the tax authorities and taxpayers,” stated the official during a press conference.


The Government will also move forward with the “harmonization of deadlines for reporting obligations,” many of which are related to the IRS.


Taxpayers must notify the Tax Authorities of any changes to their domicile by February 17, validate their tax invoices by February 25, and review the amounts calculated for health, education, housing (rent and interest), and nursing home expenses by March 31.


“We will harmonize the deadlines so that most of them fall in February,” emphasized the minister, noting that this harmonization will take effect next year, in reference to this year’s income.


Regarding potential updates to the Automatic Income Tax feature, which allows taxpayers to submit their annual declaration with just a few clicks, Miranda Sarmento explained that the government's goal is to increase the number of pre-filled fields, allowing taxpayers to validate the information simply.


The tax simplification package consists of 30 measures grouped into three areas: reducing compliance costs, enhancing transparency and understanding of tax obligations, and improving the quality of services provided.


During the press conference, Minister of Economy Pedro Reis pointed out that these measures will impact many businesses and taxpayers.


The Finance Minister also mentioned that the cost of implementing this package would be “very low,” considering the financial and economic savings it will bring to the State, businesses, and taxpayers.
